Illicit discharge is any discharge to the Municipal Separate Stormwater Sewer System (MS4) that is not composed entirely of stormwater except discharges pursuant to a National Pollutant Discharge Elimination System (NPDES) permit and discharges from fire fighting and emergency management activities. Other exceptions are listed in the Stormwater Ordinance.

An illicit discharge can be reported to Engineering Services by calling (334) 615-4420 or sending an email to engineering@dothan.com. Please take pictures of the illicit discharge and include with the email.
